He was born in 1964. In 1989, he graduated from the Ivan Franko State University of Lviv, Faculty of Law.

He defended his candidate’s thesis “Unity and differentiation of legal regulation of labour relations of working time, rest time and wages of employees of enterprises of various forms of ownership” at T. Shevchenko Kyiv University in 1999.

He defended his thesis for the Doctor of Laws degree “Legal Mechanism for the Protection of Labour Rights and Legal Interests of Employees” at the Ivan Franko National University of Lviv in 2021.

Since 1991, he has been working at the Faculty of Law of the Ivan Franko National University of Lviv. In the beginning, he was an assistant, then he became an associate professor of the Department of Labour, Agrarian and Environmental Law.

In his scientific activity he deals mainly with the problems of the theory of labour law and social security law. He teaches Labour Law and Social Security Law, several special courses. He also prepares methodological support for the educational process.

In 2020, as a senior legal expert, he was involved in an analytical study of the “General Analysis of the Law of Ukraine “On Social Services”, other Laws of Ukraine and by-laws regulating social services relations in Ukraine” for changes and mutual agreements that require legislative norms. (Providing expert and methodological support to the analysis of the Law of Ukraine “On Social Services”, related regulatory framework and (draft) secondary legislation concerned in line with the European Social Charter and best European practices), organized by the Council of Europe (The Council of Europe, 8666/02-2019/UCSLS/1, The Council of Europe Office of Ukraine).

In February-May 2021, as a senior legal expert, he was involved in an analytical study on the development of proposals for ways to improve and reform the current system of social services of Ukraine, taking into account the best European standards and norms of the European Social Charter (revised). (Providing methodological recommendations for government of Ukraine to enhance and reform the current system of social services according to the best European practices and European Social Charter. (The Council of Europe, Promoting social human rights as a key factor of sustainable in Ukraine, BH8666/ ID2503. European Social Charter Department).

In October 2021, as a senior legal expert, he was involved in an analytical study on the development of a project of the Plan of measures to ensure the implementation of the provisions of the European Social Charter (revised) (Providing expert and methodological support to the development of the New Action Plan on Implementation of the European Social Charter in Ukraine and participating in meetings with the Ministry of Social Policy of Ukraine and the stakeholders on the issues concerned), organized by the Council of Europe (The Council of Europe, GMC UA BH8554-Social Rights).

In July 2022, as a senior legal expert, he was involved in an analytical study on the social protection of displaced persons, within which checklists/lists of social rights and social protection measures were developed for both displaced persons and host states (Providing legal and technical expertise related to the protection of displaced persons, including check-list of social rights and social protection measures for both displaced people and receiving State, organized by the Council of Europe (The Council of Europe, BH8814/ Department of SOCIAL RIGHTS).
