He was born in 1938 in the Lviv region. In 1964 he graduated from the Faculty of Law of Lviv State University. Ivan Franko. In 1964 – 1980 worked in the executive committee of the Lviv regional council.

From 1980 to 1990 – Senior Lecturer, Associate Professor of Lviv University. In 1984 he defended his dissertation at Kyiv University. Taras Shevchenko’s dissertation for the degree of Candidate of Law on “Restoration and strengthening of public authorities in the western regions of Ukraine (1944-1947)” In 1990 he was elected regional council manager of the regional executive committee.

1992-2004 worked as an associate professor at the Department of Constitutional, Administrative and Financial Law, 2004-2008 – Head of the Department of Constitutional and International Law.

In 2009 he defended his dissertation at Lviv University. Ivan Franko’s dissertation for the degree of Doctor of Laws on the topic: “Territorial community in Ukraine: historical and legal research”.

Since 2010 – Professor, since 2012 – Head of the Department of Constitutional Law, Lviv National University. Ivan Franko.

Author of about 120 scientific papers on the history of the state and law of Ukraine, constitutional and municipal law.
