In 1989-1994 studied at the Faculty of Law of Ivan Franko State University of Lviv, in 1995-1998. – as post- graduate student, specialty 12.00.07 “theory of administration; administrative law and process; finance law”.
In 2001 defended thesis for the degree of Candidate of Legal Sciences on the topic “Administrative and legal support of administrative activities in Ukraine” at the V. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine (Kyiv).
In 2005 was awarded the academic title of Docent (Associate Professor) of the Department of Constitutional, Administrative and Financial Law.
He interned at the following higher educational institutions: University of Oregon, Eugene, USA (2000); School of Public Administration and Economics, Krakow, Poland (2003); University of Vienna, Austria (2008); Maribor University, Slovenia (2014), Jagiellonian University, Krakow, Poland (2019).
In 2004-2013 he cooperated as an administrative law expert with the Center for Political and Legal Reforms (Kyiv) and the Center for Local Self-Government Research (Lviv).
In March 2021 defended dissertation for the Doctor of Legal Sciences degree on the topic “Administrative procedural legislation in Ukraine: formation and systematization” at the Zaporizhia National University.
In April 2022, by decision of the Academic Council of Lviv University was awarded the academic title of Professor of the Department of Administrative and Financial Law.
He has been working as an Assistant since 1998, as an Associate Professor since 2000, and as a Professor since September 2021 at the Faculty of Law of Ivan Franko National University of Lviv.
Author of more than 130 scientific publications, including 12 monographs and 6 textbooks.
